Head of Mission in Iraq/Regional Representative for the Middle East

Organizational context

Caritas Czech Republic (CCR) is a non-profit organization that operates abroad, in the context of humanitarian aid and development cooperation. It is a respected member of the international network Caritas Internationalis. Its foreign activities focus on the health and social sectors and also on developing livelihood for the local population and education of children and adults.

Caritas Czech Republic operates in the Middle East region since 2012. For its newly established mission in Iraq, CCR is looking for a Head of Mission with a strong experience in project development and capacity building in the context of humanitarian and development assistance. In addition to that the Head of Mission will partially (approximately 20%) support CCR’s programme in Lebanon and Syria where activities are developed through cooperation with local partner organisations.


Establishing and managing the newly established CCR office in Iraq

  • recruitment of local staff
  • employees supervision – performance evaluation, motivation, capacity building
  • overall responsibility for smooth operation of the office: localisation or development of SOPs – in cooperation with the team in Prague (financial manual, staff regulations, procurement manual, logistics manual, security plan etc.)
  • overall responsibility for financial management of the Iraqi office: approving expenses and money transfers according to the CCR financial manual

Project management and capacity building

  • support to subordinate Programme Coordinator and local partner organisations in smooth implementation of the ongoing projects: M&E, fulfilment of objectives and milestones according to donors requirements and CCR internal guidelines, risk management including mitigation measures, quality management
  • assuring smooth administration of the project: supervising preparation of the monitoring reports in cooperation with other team members/implementing partner organisations
  • guidance and capacity building to the country team/partner organizations in project management, grant administration and reporting
  • timely delivery of quality mid-term/annual reports to the donors

Programme development

  • implementing the CCR’s regional strategy with primary focus on Foods Security and Livelihoods
  • developing CCR strategy for Iraq – with focus on food security and livelihoods
  • keeping an overall knowledge on development, trends and legislation primarily in the sector of food security and livelihoods in Iraq, Syria and Lebanon, keeping contacts to experts and key informants in the sectors
  • identifying new grants/funding opportunities, institutional fundraising and proposal development (in cooperation with Programme coordinator and the team in Prague)
  • supporting local implementing partners: strengthening the relationships, building their capacities, identifying and assessing potential new partners
  • strengthening good cooperation with local authorities and local representation of donors (embassies, EU delegation etc.)

Representation of Caritas Czech Republic in the region

  • maintaining good cooperation and gaining new contacts to potential donors in the country
  • coordinating field visits of CCR or donor representatives
  • monitoring and assessing security situation
  • assuring visibility of CCR and donors


  • experience in project management for at least 3 years
  • proven experience in managing teams of 5-10 people
  • experience in one of the following fields is desired: food security in emergencies, livelihoods, business development, micro-granting for business-start-ups, vocational education,
  • experience in proposal writing and reporting to institutional donors
  • experience with management and administration of the EU funded projects (EuropeAid, ECHO), USAID or UNHCR is desired
  • experience of working in a developing country, experience of working in Middle East region desired
  • experience in assessment and capacity building for partner organisations
  • university graduate, ideally management, economics, business management, sustainable development or other relevant field
  • excellent English both written and spoken, Arabic an advantage
  • good organizational skills and ability to analyse information
  • motivation, creativity and ability to work independently
  • ability to work in a diverse team, managing stressful situations and results orientation
  • strong interest in the work of Caritas Czech Republic

What we offer

  • gross monthly salary within a range of 2500 to 4000 EUR depending on candidate’s profile and performance
