Organizational context

Caritas Czech Republic (CCR) is a non-profit organization that operates abroad, in the context of humanitarian aid and development cooperation. It is a respected member of the international network Caritas Internationalis. Its foreign activities focus on the health and social sectors and also on developing livelihood for the local population and education of children and adults.

Caritas Czech Republic has been operating in Mongolia since 2006. It is currently implementing development cooperation projects in construction (project aimed at facilitating of construction and demolition waste material recycling) and agricultural sectors.

In the past, CCR implemented projects in the field of pre-school education, health care, emergency relief and DRR, penitentiary system reform and university and vocational education. These sectors are considered CCR priorities and CCR seeks to expand to them again.

Responsibilities

The Head of Mission will, besides general responsibilities related to the position, be directly managing one of the projects CCR in implementing in Mongolia.

Some of the responsibilities listed below will be performed in cooperation with local staff, however the Head of Mission will have to be able to supervise their fulfilment and ensure the quality of the final result.

General management and coordination

  • Overall management of the mission in line with CCR regulations and manuals
  • Overall coordination and supervision of CCR program in Mongolia
  • Monitoring, supervision and output quality control of CCR projects
  • Regular monthly reporting to HQ

Human resources management

  • Overall management of CCR mission staff.
  • Regular performance evaluation of CCR mission staff.
  • Solve HR problems in case they occur.
  • Organization of recruitment of new local staff.

External relations

  • Development and maintenance of good relationships with partner organizations, Embassy of the Czech Republic, potential donors, local authorities and other humanitarian and development organizations.

CCR country program development

  • Monitoring the social and political situation of the country.
  • Identifying existing and emerging needs in the country.
  • Monitoring donors’ policies.
  • Formulation and update of CCR country strategy.
  • Project proposal writing.

Project management

  • Carry out overall management and coordination of the project (i. e. ensuring that the project results and objectives as per project documents are achieved within the given budget and time-plan)
  • Conduct regular internal monitoring (including onsite monitoring of project activities)  and evaluation of the project progress and outcomes (based on the project logframe) and proposes modification of the projects design when needed
  • Manage project team (including project team members performance evaluation, recruitment of new project team members and external consultants)
  • Coordinate projects activities implemented by project partners and carries out their quality supervision
  • Carry out sub-deliveries´ management (selection of external suppliers, preparation of contracts with them and overall coordination of sub-contractors)
  • Monitor project budget spending, prepares forecast for current year, approves expenses executed under the projects (their eligibility towards donors and CCR manuals)
  • Carry out reporting (internal – to CCR HQ and external – to donor organisations)
  • Ensures PR and visibility of the project, donors and CCR in line with the respective donors´ requirements
  • Identify problems that arise during the project implementation and prepares appropriate remedies
  • Ensure transparent and structured keeping of projects documents (internal reports, contracts, materials produced by the project, sources of indicators verification etc.) in line with given guidelines

Requirements

Minimum

  • Experience in project management for at least 3 years
  • Proven experience in managing teams of at least 5 people
  • Experience in proposal writing and reporting to institutional donors
  • university graduate
  • Excellent communication skills in written and verbal English
  • Strong leadership, ownership, problem-solving and analytical/critical thinking skills,
  • Motivation, creativity and ability to work independently
  • Ability to work in a diverse team, managing stressful situations and results orientation

Desired

  • Extensive prior experience in and the understanding of construction sector, business and economy
  • Background in one of the following sectors: civil engineering, urban planning, economics, agriculture, business management
  • Extensive prior experience in managing complex technical projects and engaging with a wide range of stakeholders
  • Experience with management and administration of projects funded by EU (EuropeAid, ECHO), USAID or UNHCR
  • Experience of working in a developing country, especially post-Soviet region 
  • Knowledge of Mongolian language
