Organizational context

Caritas Czech Republic (CCR) is a non-profit organization that operates abroad, in the context of humanitarian aid and development cooperation. It is a respected member of the international network Caritas Internationalis. Its foreign activities focus on the health and social sectors and also on developing livelihood for the local population and education of children and adults.

Caritas Czech Republic operates in Moldova since 2004. It is currently implementing development cooperation projects aimed at developing a model of home care, promoting the inclusion of children with special educational needs in preschool education facilities, prevention of diabetes and leisure activities for children and youth. In the past, CCR implemented projects supporting children abandoned due to migration, projects supporting small business, developing agriculture and projects actively involving civil society in decision-making processes in Moldova. CCR seeks to expand also to other sectors.

Responsibilities

The Head of Mission will, besides general responsibilities related to the position, be in charge one of the projects CCR in implementing in Moldova.

Some of the responsibilities listed below will be performed in cooperation with local staff, however the Head of Mission will have to be able to supervise their fulfilment and ensure the quality of the final result.

General management and coordination

  • Overall management of the mission in line with CCR regulations and manuals
  • Overall coordination and supervision of CCR program in Moldova
  • Monitoring, supervision and output quality control of CCR projects
  • Regular monthly reporting to HQ

Human resources management

  • Overall management of CCR mission staff.
  • Regular performance evaluation of CCR mission staff.
  • Solve HR problems in case they occur.
  • Organization of recruitment of new local staff.

External relations

  • Development and maintenance of good relationships with partner organizations, Embassy of the Czech Republic, potential donors, local authorities and other humanitarian and development organizations.

CCR country program development

  • Monitoring the social and political situation of the country.
  • Identifying existing and emerging needs in the country.
  • Monitoring donors’ policies.
  • Formulation and update of CCR country strategy.
  • Project proposal writing.

Project management

  • Carries out overall management and coordination of the project (i. e. ensuring that the project results and objectives as per project documents are achieved within the given budget and time-plan)
  • Conducts regular internal monitoring (including onsite monitoring of project activities)  and evaluation of the project progress and outcomes (based on the project logframe) and proposes modification of the projects design when needed
  • Manages project team (including project team members performance evaluation, recruitment of new project team members and external consultants)
  • Coordinates projects activities implemented by project partners and carries out their quality supervision
  • Carries out sub-deliveries´ management (selection of external suppliers, preparation of contracts with them and overall coordination of sub-contractors)
  • Monitors project budget spending, prepares forecast for current year, approves expenses executed under the projects (their eligibility towards donors and CCR manuals)
  • Carries out reporting (internal – to CCR HQ and external – to donor organisations)
  • Ensures PR and visibility of the project, donors and CCR in line with the respective donors´ requirements
  • Identifies problems that arise during the project implementation and prepares appropriate remedies
  • Ensures transparent and structured keeping of projects documents (internal reports, contracts, materials produced by the project, sources of indicators verification etc.) in line with given guidelines

Requirements

Minimum

  • experience in project management for at least 3 years
  • proven experience in managing teams of at least 3 people
  • experience in proposal writing and reporting to institutional donors
  • university graduate, ideally management, economics, business management, sustainable development or other relevant field
  • excellent English both written and spoken
  • good organizational skills and ability to analyse information
  • motivation, creativity and ability to work independently
  • ability to work in a diverse team, managing stressful situations and results orientation

Desired

  • experience in the following fields: social services, health care, business development, micro-granting for business-start-ups, good governance
  • experience with management and administration of projects funded by EU(EuropeAid, ECHO), USAID or UNHCR
  • experience of working in a developing country, experience of working in Eastern European region 
  • experience in assessment and capacity building for partner organisations
  • knowledge of Russian/Romanian

  • Starting gross monthly salary 25 000 CZK
