In September 2014, Caritas CR and Home Care Association officially opened a day centre of home care services, the fifth in Moldova. The St. Theodora Centre is located in the western part of Moldova in Horesti village, and it offers a wide range of health and social services to patients from Horesti and surrounding villages of Unteni, Taxobeni, Hrubna Noua, Vranesti and Lucaceni for both home care and at the day centre.
The event was attended by Tamara Adasan, the director of Home Care Association, Likáš Curylo, Director of Charitas CR, Czech embassy representatives Kateřina Šilhánkoá and Daniela Dragalin, Valentina Buliga, the minister of labour, social protection and family, and Iirue Osoianu from the Moldovan health insurance company.
The centre was supported by the Czech Development agency under a Caritas CR project focused on caring about the elderly and the sick in Western Moldova and in Kishinev. At the same time, training social workers and other key actors in the home care field is taking place.
A training module will also be prepared, which will provide a knowledge base for all categories of workers active in provision of home care services. The training module will then serve as an official handbook for continuous capacity building in home care. Home Care Association and Caritas CR will initiate a dialogue of non-government organizations active in the field with government representatives in order to advocate development of a legal framework which would govern provision of social services and their reimbursement.
